Terms of Service

1. About CongressBuys
CongressBuys ("we", "us") runs congressbuys.com and sends email alerts summarizing stock trades that members of the U.S. Congress disclose in public periodic transaction reports. By using the site or subscribing to alerts, you agree to these Terms and our Privacy Policy. You must be at least 18 years old to subscribe.
2. Not investment advice
Everything we publish is for information only. We are not a broker-dealer, investment adviser or financial planner, and nothing on the site or in our emails is a recommendation to buy, sell or hold any security. Members of Congress report trades weeks after they happen, and their trades do not predict future performance. You are solely responsible for your own investment decisions; consider talking to a licensed professional before making them.
3. About the data
Trades come from reports filed with the Clerk of the House and the Secretary of the Senate, which we receive through third-party data providers. Members may disclose a trade up to 45 days after it happens, report amounts only as ranges, and sometimes file errors or amendments. Matching trades to members, companies and committees is automated and can be wrong. We do not guarantee that any information is accurate, complete or timely. Each alert links to the official filing so you can check it.
4. Committee overlap flags
A committee overlap flag means a member who currently sits on a congressional committee traded a company in an industry we associate with that committee's jurisdiction. Flags are generated automatically from committee rosters and industry classifications. A flag is not an allegation of illegal or unethical conduct, a conflict of interest, or use of non-public information.
5. Lawful use of disclosure information
Federal law (5 U.S.C. § 13107(c)) makes it unlawful to obtain or use these reports for any unlawful purpose; for any commercial purpose, other than by news and communications media for dissemination to the general public; for determining or establishing anyone's credit rating; or for soliciting money for any political, charitable or other purpose. You agree not to use information from CongressBuys for any of these purposes.
6. Subscriptions and billing
Basic alerts are free. We may offer paid plans; the price and billing period are shown before you buy. Payments are processed by Stripe and charged in advance. Paid subscriptions renew automatically at the end of each billing period until you cancel, and you authorize us to charge your payment method for each renewal. If we change a price, we will tell you before it applies to your next renewal.
If we offer a free trial, it converts to a paid subscription when it ends unless you cancel before then. Each person may use one free trial.
7. Cancellation
You can cancel a paid subscription at any time, either from the billing link in your account emails or by writing to support@congressbuys.com. Cancellation takes effect at the end of your current billing period, and you keep paid access until then. Unsubscribing from emails does not cancel a paid subscription.
8. Refunds
All payments are non-refundable. We do not give refunds or credits for partial billing periods, unused time, or cancellations before the end of a period, except where the law requires it.
9. Emails
By subscribing, you agree to receive trade alerts and service emails such as confirmations and billing notices. How often alerts arrive depends on how often members file, and can be several a day. Every alert includes an unsubscribe link.
10. Acceptable use
You agree not to:
- scrape, copy in bulk, or access the site with bots or other automated tools;
- resell, republish or redistribute our alerts, flags or data feeds;
- share a paid account or subscribe other people without their consent;
- interfere with the site, its security or other users.
11. Intellectual property
The site's design, text, software, alerts and committee flags belong to CongressBuys. The underlying government reports are public records. We give you a limited, personal, non-transferable license to use the service for your own information.
12. Changes to the service and termination
We may change, suspend or stop any part of the service at any time. We may suspend or end access for anyone who breaks these Terms, without a refund.
13. Disclaimer of warranties
The service is provided "as is" and "as available", without warranties of any kind, including warranties of accuracy, timeliness, merchantability, fitness for a particular purpose or non-infringement.
14. Limitation of liability
To the fullest extent the law allows, CongressBuys is not liable for any indirect, incidental, special or consequential damages, or for any trading or investment losses, arising from your use of the service. Our total liability for any claim is limited to the amount you paid us in the 12 months before the claim.
15. Governing law
These Terms are governed by the laws of the State of Wisconsin, without regard to its conflict-of-law rules. Any dispute will be resolved in the state or federal courts located in Brown County, Wisconsin, except where the law of your place of residence requires otherwise. Before filing a claim, please contact us so we can try to resolve it informally.
16. Changes to these Terms
We may update these Terms. We will post the new version here with a new date, and email subscribers about material changes. Continuing to use the service after a change means you accept it.
17. General
If any part of these Terms is found unenforceable, the rest stays in effect. These Terms and the Privacy Policy are the entire agreement between you and CongressBuys about the service.
